It really is up to you to protect people from the consequences of their actions. They bear no responsibility.
You can argue otherwise, but I bet you won't like doing it in court.
I work in engineering / construction and have to accept it as a fact of life. Some of it is good, some of it is bad. Unfortunately the safety culture resolutely refuses to recognise the concept of diminishing returns as a matter of principle. Even tiny incremental safety gains are held to be worth the cost of compliance - any cost in time and money. Because a lot of it comes under criminal law, you do not have a lot of choice. You just pass on as much of it as you can and play the 'safety card' if the customer complains. By the same token they can't.
I am all for keeping people alive, but you can do that without losing all sense of proportion. The health and safety establishment has become the new legal profession, an essential function that has been given so much power that it is able to create work for itself. At the end of the day they are levying a tax on the public, because one way or another that is where the costs end up.
Here is the competition.
I hate seeing the other extreme too.
One day there will be a backlash, I'm sure. Until then, keep pledging loyalty to our insect overlords, eh?
